HOW TO CHANGE LANGUAGE
Open up "regedit.exe" and click on the "HKEY_LOCAL_MACHINE" tab and click on "SOFTWARE" and find "Sims" folder which has "The Sims 3" inside.
Now, theres 2 files you have to edit.
1. Country - This is set to RU, just open and change it to EN.
2. Locale - This is set to ru=RU, edit it and change it to en=EN.
PROBLEM SOLVED, btw, i installed in Russian first, and then edited these files and the language of the game is now english.

When I try to change that language to English, after I find the sims 3 folder, I have only one file there - REG_SZ ... wheres the problem? You said there should be 2 files to edit but I cant see em =/
Go to the Sims folder not the Electronic Arts Folder and you will see both the options
Change Country to EN
And set Locale to en-EN.
